Why Kenmore Requires a Permit for Almost Every Tree

Kenmore protects its tree canopy more strictly than most, so it really is worth knowing the rules before you cut. Here is the short version for homeowners:

You need a city permit to remove almost any tree. The only time you do not is when the tree is under 6 inches in diameter, on a lot with an existing single-family home, not previously designated for protection, and not in a critical area. In other words, nearly any tree 6 inches or larger needs a permit.

For an ordinary tree, the permit is inexpensive and fairly quick, around $50 and about a two-week review.

"Exceptional trees" get serious protection. Any tree 48 inches in diameter or larger is exceptional, and certain native species qualify at smaller sizes. These can generally be removed only in limited cases, such as a genuine hazard, and the process involves public notice, an arborist report, a much higher fee (around $1,450), two to six months, and replacement at three new trees for each one removed.

Trees in critical areas, the lake shoreline, steep slopes, streams, and wetlands, are stricter still: generally only hazardous trees may be removed, with an arborist report.

A storm-damaged hazard tree can be removed first, but you must file the permit application the next business day with arborist-certified evidence of the hazard, and replacement may be required.

Topping is discouraged citywide and prohibited for exceptional trees, and the city asks that pruning not exceed about 20 percent per year.

Kenmore enforces this. Removing a tree without the proper permit can cost up to $2,000 per inch of trunk diameter, which is how one violation reached a $94,000 fine.
