Flood-Stressed Roots

The valley floor floods most years between October and March, often more than once. Repeated saturation stresses root systems, and even drought-tolerant uplanders like Douglas fir suffer progressive root decline on lower-valley properties near the river.

Western Red Cedar Dieback

Western red cedar dieback is an active forest-health concern across western Washington. WSU's Urban Forest Health Lab and Washington DNR have documented the symptoms: thinning canopies, top dieback, flagging branches, and yellow-brown foliage, tied to warmer, drier summers. Construction and addition projects also damage cedars' shallow roots, and the crown dieback can show up two to five years later. If a cedar on your property is showing top dieback, it is worth an assessment.

Bigleaf Maple Decline

Documented across western Washington since around 2010 by WSU, DNR, and University of Washington researchers, bigleaf maple decline shows up as yellow flagging of large branches, partial to full crown dieback, and reduced leaf size. Trees near roads and development are hit harder.

City Tree Rules

Tree Removal Permits in Duvall, Explained

If your property is inside Duvall city limits, tree removal is governed by the city's Tree Protection Ordinance, adopted in 2018 and codified as Duvall Municipal Code Chapter 14.40. A few things to know:

A Significant Tree is any tree, other than red alder and cottonwood, that measures at least 10 inches in diameter at breast height (4.5 feet up the trunk). Removing one generally requires a permit.

On developed lots, you can apply to remove up to two Significant Trees per calendar year, as long as at least two healthy Significant Trees remain on the property.

Tree replacement is required for most removals, at a ratio between 1:1 and 1:3 depending on the tree and the situation. Replacement trees must be at least 6 feet tall for conifers or 2-inch caliper for deciduous trees.

A tree that poses an imminent threat to life or property can be removed first, but you must notify the City within seven days and provide photos of the hazard.

There is no application fee, and a contractor can submit the application on your behalf.

If your property is in unincorporated King County rather than the city, the Duvall ordinance does not apply and King County's critical-areas code governs instead. A lot of the acreage around Duvall falls into this category, and the distinction trips up many homeowners.
